The Trump Presidency’s Impact on Energy Codes; Is there One?

Ryan Meres, senior code compliance specialist for the Institute for Market Transformation, considers what impact, if any, there might be on the strides made in recent years in the adoption of more stringent residential energy codes around the country.

According to Meres, “Under a presidential administration and Congress in which members, including the president-elect, believe climate change is a hoax, it’s unlikely that a Trump agenda will pay much heed to advancing energy efficiency. However, it also is unlikely that it will backtrack on current code stringency, given the development process that has been established. With increased energy code enforcement continuing to show strong benefits, with estimates of a 600 percent return on investment on enforcement by local jurisdictions and potential savings from achieving compliance of more than $126 billion in energy bills by 2040, this is good news.”

U.S. Lumber Industry Petitioning for Duties on Exported Canadian Softwood Lumber

Engineering News Record reports that last Friday a U.S. lumber industry coalition filed a petition to the U.S. International Trade Commission and Commerce Department, seeking duties on Canadian softwood lumber exports which the group alleges are being sold in the U.S. at less than fair market prices. Canada is prepared to take a strong stand against this.

As background, Canadian lumber exports to the U.S. were governed by a mutual trade agreement from 2006 to 2015. That agreement expired in October of last year and was followed by a year-long standstill agreement, during which both countries agreed not to file lumber-trade actions against each other. Also during this time, trade officials on both sides worked on reaching a new lumber agreement but were unsuccessful. Following the expiration of the standstill agreement in October, the U.S. lumber industry group moved forward with filing their petition November 25th.

Federal Judge Blocks Overtime Rule

Construction Dive reported recently that a federal judge in Texas issued a nationwide injunction last Tuesday against the Department of Labor’s (DOL) overtime rule, which was to take effect December 1st.  The rule would have allowed for salaried employees earning up to $47,476 per year to earn overtime pay, as opposed to the current exempt threshold of $23,660. The DOL can appeal the injunction, but with the new Trump administration coming on board, any filed appeal could be dropped.

Industry groups, including the National Association of Home Builders, filed a lawsuit against the DOL in September, and another court action was brought by 21 states. Both suits claim that the DOL overstepped its statutory reaches and that the new overtime rule would create a compliance burden for employers.

NAHB Survey: AD&C Financing Standards Continue to Ease

Builders and developers continue to report easing credit conditions for acquisition, development, and construction (AD&C) loans according to NAHB’s survey on AD&C Financing. However, the pace of easing slowed somewhat in the third quarter of 2016 from the rate in the second quarter.

Post-Recession High Set for Custom Home Building

NAHB’s analysis of Census Data from the Quarterly Starts and Completions by Purpose and Design survey indicates that the number of custom home building starts (homes built on an owner’s land, with either the owner or a builder acting as the general contractor) set a post-recession high for construction starts during the third quarter of 2016. There were 49,000 total custom starts for the quarter, compared to 47,000 for the third quarter of 2015.

Single-Family Home Size Trending Lower

After increasing and leveling off in recent years, new single-family home size continued to trend lower during the third quarter of 2016. This ongoing change marks a reversal of the trend that had been in place as builders focused on the higher end of the market during the recovery. As the entry-level market expands, including growth for townhouses, typical new home size is expected to decline.

Even as New-Home Construction Rises, Keep an Eye on Remodelers, Latest RRI Shows

Fresh data from Metrostudy suggests that dealers should keep paying attention to their remodeler customers even as new-home construction continues to grow. The sister company to ProSales reported today that its Residential Remodeling Index (RRI) for the third quarter shows a 4.5% increase in remodeling activity nationwide compared with the third quarter of 2015. Even better, Metrostudy forecasts remodeling activity will increase another 4.4% in 2017 and 3.3% in 2018.
